Lease of Municipal Real Estate - Wireless Communications Site

The Town of Bridgewater (the “Town”), acting by and through its Town Manager, requests proposals from a personal wireless services provider for the property beneath an existing telecommunications tower located on an approximately 3,000 square foot +/- portion of the Town-owned parcel of land located off Burrill Avenue, Bridgewater, Massachusetts, for a period of up to twenty (20) years beginning on February 1, 2018.  The Town-owned parcel of land is the site of an existing tower constructed by the predecessor of American Tower, which parcel is shown on Assessor’s Map 35, Lot 32 and contains +/- 3,000 square feet.

This Request for Proposals (“RFP”) and any lease awarded pursuant thereto are subject to M.G.L. c.30B, § 16, and the terms of said Section 16 shall control in the event of any conflict between such terms and the terms of this RFP.

Copies of the Request for Proposals and documents may be obtained at the Town Manager’s Office, Bridgewater Municipal Office Building, 66 Central Square, Bridgewater, MA on and after August 1, 2017 between the hours of 8:00 a.m. and 4:00 p.m. (M-Th), or 8:00 a.m. and 1:00 p.m. (Fr).  Request for Proposals packages and documents may also be obtained by email request to Procurement@BridgewaterMA.org.  Inquiries relative to this Request for Proposals should be directed to the Town Manager’s Office, at 508-697-0919.  Questions regarding the RFP must be provided in writing, and only written responses may be relied upon.

Pursuant to M.G.L. c. 30B, § 16, sealed proposals must be received, by mail or hand delivery, no later than Monday, September 11, 2017 at 12:00 pm, at the Town Manager’s Office at the address listed above, at which time all proposals will be opened and publicly read.  Proposals received after the specified time will not be considered and faxed bid proposals will not be accepted.  Delivery of proposals will be at the expense of the proposer.  Any and all damages that may occur due to packaging, shipping or untimely arrival will be the sole responsibility of the proposer.  The Town of Bridgewater reserves the right to reject any and all proposals if deemed to be in the best interest of the Town.  All proposals will be taken under consideration for award of contract at a later date.  All proposals will remain in effect for a period of one hundred twenty (120) calendar days from the deadline for submission, or until this RFP is cancelled, whichever occurs first.

The Town will award the lease, if at all, to the proposer whose proposal is deemed by the Town to be the most advantageous, taking into consideration the amount of the rent offered and the evaluation criteria stated in this RFP. The Town reserves the right to waive any informalities in the proposals, and to reject any and all proposals if it is deemed to be in the best interests of the Town to do so.

Proposers must clearly identify on the outside of the envelope (in which the proposal must be sealed) the following information: “RFP – Proposal for Lease – Wireless Communications Site,” along with the proposer’s name and address.  Proposers shall include one original and two (2) additional copies of the proposal in the sealed envelope.  If sent by mail, the sealed envelope shall be enclosed in a separate mailing envelope.
